Not sure Rabbit is aware of it at this point – raking leaves, cutting the grass, and similar jobs are so-called verejnoprospešné práce in Slovakia, or publicly beneficial works, roughly translateable as community service.
These are often a part of sentencing for small misdemeanors, or are issued to long-term unemployed as a way to get higher unemployment benefits. Both of these facts probably factor in the situation that gypsies are usually doing these jobs.
